I've seen a 21 year old cock still breeding, and I've personally bred from a 14 year old hen.

I'd say up to 8 years you're almost definitely safe, after 8 years there is the chance of fertility getting lower.

I’ve got 9+ year old cock birds all of which still drive the hens. Some of these cock birds when paired to younger hen produce fertile eggs some never do but I use the pair to sit on some of my other birds’ eggs,

Some 8+ year old hens produce eggs and when with a younger cock bird they are always fertile. Some of these older hens go through the motions, mating, nest building and sitting yet fail to lay any eggs. These pairs I might use too.

Yea - infertile birds are usually still capable of being used for foster parenting.
