Tailmark fantails

Im very curious on how they manage to breed pure black tailmarks where the whole body is clean white. Is it just luck by breeding pure black and pure white fantail pigeons?

I think there is a tailmark gene, but it isn't something I've worked with personally so I'm not sure 100%. Hopefully another breeder can chime in here!
