Yes, these are Indian/Subcontinent pigeons and the colour isn't natural. It is man-made by plucking out the coloured feathers until they grow back white. Kach Paray might be the breed name? I personally think it is a bit cruel and wouldn't do it myself.

I'm not sure if it is the breed name I'm sorry, I'm not completely familiar with the Indian breeds.

we have these a lot in central Punjab (Pakistan). These are called chap (YouTube it). Very cheap too, 15 to 20 dollars a piece.
